Base Role (User Group) Setting To Toggle Insert Position#866

I would like the ability to turn off the “Insert Position” for certain roles. If I could toggle that “On”, with options to choose if they can selected “Top”, “Bottom”, and/or “Backburner”, or “Off” that would be fantastic.
