Seperate refresh button out from edit material permission#742

I run an account for a touch screen thats pretty locked down. intended for clearing beds, and starting jobs via 1 click print.

for obvious reasons relating to the integrity of the system when using bambu filament, editing fillament is disabled, to avoid causing any isues as such.

This means that the account however cant use the sync materials button, whith fixes a lot of network/other caused mismatches between the bambus and simplyprint.
