Restrict / Limit Printing by User's Printing Cost#495

This is similar to suggestion #463, however we don’t use the queue system. Instead, we train our users to use the printers directly via simply print. That being said, we would like to limit the amount of printing any one use can do by semester. Given that there is already a print cost calculation in simplyprint, that seems to be the best metric to use. I would suggest having a feature that disables user permissions once they have either hit a certain threshold (lets say $100). The feature would also have to allow admins to clear that user’s spending back to $0. Conversely, every user could start with a credit of $100 dollars, and each print substracts the cost of the print from their credits. This option is likely better. Other parameters this feature would require is the ability for admins to adjust credits on a user level. It would also be useful to have an option that overrides the current number of credits of every user in a user group to an inputed amount (back end admin). If that could be also have the option to be automated, even better. For example, every 3 months all users credit accounts are reset to $100.
